I don't think you should completely shut him out but just passively (as in don't SEEK to ignore him, but don't make any efforts to talk to him etc). I've been in a situation similar to this and I took the approach of completely ignoring the person. I can't say this was a mistake, but for some people they find it difficult to shut people out. I just find in the long run if you passively ignore or avoid him you'll find yourself happier. But it also allows him to be assertive if he really wants you. He doesn't seem to be the person that will assert himself, but on the other hand if he's not assertive in the future, you can't force him to be who you want. And to me it seems like that's someone you want, so to avoid frustration in the future I just think it's better to remain friends if anything.
