Well, Law and Order: SVU is a sex crimes show. The entire episode is learning what happened to the victim while watching the victim struggle to face what happened. They go through ups and downs. They want to stop the person who attacked them, but at the same time they're afraid to talk about it because they're afraid their attacking will come back and hurt them. The entire episode is watching them grow and learn to accept the fact that someone attacked them. While you see the attacker pay the price for their crime.
