You could always use masseffect2saves.com and get a pre-made Shepard there. Anyways, Citadel is easily the single best piece of writing Bioware has ever made, and probably one of the best DLC in gaming history.

I've heard that the Citadel DLC was good. I'm actually replaying 1 and 2 right now to end up with a character I actually like

I have no heard of the Happy Ending mod, but I may have to check it out!

Have you ever heard of the Mass Effect Happy Ending Mod? It's awesome. Also, despite Mass Effect 3 having an awful ending, the Citadel DLC alone is worth the price of admission plus DLC cost. If you've not played it yet, do it. You would love it, I'm sure. It's full of fantastic jokes and witty banter.
