This is not true at all. Whoever told you this was trying to make themselves feel better There are multiple animals with much bigger "junk" than humans, many of which are mammals. The biggest "junk" belongs to the Barnacle (technically not a mammal) who's penis literally can extend for 240 feet. Thats a 40:1 ratio, us mere humans are generally only 1:12. The biggest mammal "junk" would go to the Blue Bill duck, with a 2:1 ratio. (size of "junk":size of body)

Are you meaning the same kind of barnacle i'm thinking of? Because 240 feet is VERY unrealistic for the little sea creatury thing that attaches itself to stuff.
