The chances are slim since pre-cum doesn't always contain semen. The only time it contains semen is if there was any left over sperm in the urethra from a previous ejaculation. Urinating could actually push the left over sperm out. Since you immediately pulled out when you noticed that the condom broke, you should be completely fine. In two weeks, you can have her take a pregnancy test just to ease both of your minds.
