If she has moved on, then it's most likely alright to date him. They are exes for a reason, so, I wouldn't see the problem with it. She isn't his anymore, therefore, I don't think you really need permission. Not to mention, you mentioned that she has been with other people since they were together. I guess it wouldn't hurt to ask her about it, but I wouldn't see why it would be a problem. A good friend would want you to see you happy with someone, so, if she ever said no, then she's only being selfish because they only went out for little time anyway.
