Don't be shy about being blunt. Actually you didn't get very detailed. If you have pubic hair and ejaculate, then you definitely are past puberty. I didn't shave either at 16, so that's not much of an indication and underarm hair can start later, too. You didn't say much about the actual size of your penis and testicles but if you're significantly smaller than your friends and you're concerned about it you should ask your doctor next time you go in for a checkup.
