I definitely experience mood changes when I'm on or around that time of the month. Hormonal changes can contribute to that - I get angrier, more upset and such, so I do think it's normal for a lot of people to have mood changes. I don't think there's anything wrong with talking about it though if you decide to, especially if it's causing you a consistent problem. If it is, maybe you could talk to your doctor and see if there is anything they can recommend to help with this.
It's also nice when it's that time of the month to do things that make you feel more at peace. A long bath, a good book, hot water bottles and maybe even something like chocolate to boost your mood can help. You can also try a bit of exercise if you feel up to it, like a short walk, as this is known to boost your mood too.
