It doesn't have to be 128 bpm. It's just the best sort of music pace for the class and easier to choreograph around.
Songs that have been licensed though have been remade into copyright-free remixes are great as well. Ones that are around 132-140 bpm I tend to use for cycle classes. They're great when doing sprints with the class.
