Sounds like you're in a tough position right now. I would speak again to the manager at your main job. It might be that time of year at the other place; you know how it is since you work in the hospitality business. Some times are busier than others. I know where I am, we have quiet seasons and busy seasons. Not sure if it's like that in Australia, but I imagine it would be. 
I would wait until it quiets down again before speaking to the manager at the bar job and requesting your desired position.
