Hey Justin,
While I understand that you're annoyed, here is something to consider. Tattoo artist normally know what will work. My artist for example, refuses to do finger pieces because they fade, and neck and face only if you're heavily tattooed so you know what you're getting into. Its possible that your artist feels the same way.
Also, blackout tattoos are harder to get rid off, as well as cover. A traditional tattoo can be covered, with blackouts cant.

Therefore, probably my advice would be to not get the blackout yet. Since you dislike the tattoo you have, I'd recommend waiting a while and not rushing into it. Take your time and make a decision later.
