First, I don't think your a girl with a boys penis. Second, 13 or 14 is not that late for puberty. For example, women can get their periods between 10 and 16 and have that be considered totally "normal" - 12 is the average age for women but a little later for boys. Like women are generally done growing by 16 to 18 while men can continue growing until they're 20 or so.
For being a girl with a penis, hormones and puberty are not that simple. It is true that something could be "up", so to speak, in order to cause a later-than-average puberty, the penis size and the sensitive breast tissue (yes men have it too!). For example, there is a (highly unlikely) chance that you are, in fact, intersex and don't fit 100% into male or female (very unlikely though, just saying). More likely, you might have a hormonal problem - such as too little testosterone or too much estrogen - such things can cause things like gynecomastia (excess breast tissues in men) and delay puberty. A third more likely cause is your weight; speaking as someone who has carried excess weight for years, I can speak to how much it can affect your mood, hormones and energy, just to name a few things. I also read recently that it can make puberty happen early for women because of how fat affects hormones (could cause it to happen late too though).
I know it is embarrassing but you really should talk to your mom. You don't need to go into the details, but you can just ask to talk to a doctor about it. A doctor will be able to give you a better idea of what's up and if you should see a specialist for further information (e.g. a endocrinologist for hormonal stuff)
