Why won't I hit puberty ????? -

I've had enough I hate my body I have no signs of puberty what so ever I have small blonde hairs on my balls (balls and penis aren't much bigger than a baby's) I am pretty fat and I have really big boobs and they hurt they're sensitive and from what I've heard girls boobs are sensitive am I a girl with a penis ? I'm 13 coming 14 I'm to scared to tell anyone not even my mum I just want to be like everyone else please help
