It's a gynaecologist lol... I think it's unusual your mom wants you to go though. You are supposed to go see a gyno when your 21, at least that's how it is in Canada. Then your supposed to get a pap every 3 years or if you get a new partner if can be every year.
I started going at 16 but even then the doctor didn't do anything. She just asked me if my period was regular and if I was sexually active. It can be an awkward conversation. But it's not like the doctors will report it. Then she will tell you that since you aren't sexually active she doesn't need to do any tests.
Some clinics require that you get a pap if you want birth control but I think that's only if you are already having sex. And because you are a minor they'd probably let it go.
Also, if anything is "wrong" you might need a pap. But they probably wouldn't do it the first time. They'd probably explain it because you're younger and would be reasonably uncomfortable.
I really don't think you need a gynaecologist though. Usually you start with your family doctor and then see the specialist (in this case the gyno) if there are things that your family doctor cannot address. I'd let your mom know you don't really want to go because nothing is wrong but if she persists ask to see the family doctor instead.
