I'm not so good with family being picky to as where I go.
But have you tried or he tried to talk to her, see why? Maybe ask her where she would allow him to go? Its never easy, and I can see the fact you being 15 the fact of her being picky.

I suggest talking to her, see why, and maybe if she would be willing to pick a spot, even invite her if its just going for coffee, show that you both are responsible to do this alone
