With my personal experience, I haven't heard of such a thing or had it happen to me. How dark do you mean? Like almost black or just a little tan? I wouldn't worry to much about it unless it is hurting you
Hey. That does sound a bit strange. When in doubt, see a doctor. Yes, it's a little "awkward" for most people...but they've seen a ton of penises and testes, there's no need to be embarrassed, dude!

Proud to be myself.
My genitals are differently colored than the rest of my body...you're 15, so you're pretty far along in puberty, as long as there hasn't been a drastic change recently there's need naught for worry.
Your genitals are usually a darker colour than the rest of your body and they often have a reddish colour as well. Though can I ask what colour skin you have? See, if you're Caucasian and your genitals are almost black, then that sounds quite worrying. However, if your skin is quite dark, then your genitals being quite dark as well makes perfect sense.
Hmm, that actually sounds like it could be hormones. You're still young, so it could just be that, or maybe their natural color? I've seen guys with packages that are that color and nothing seems to be wrong with their genitals.

Like Jen and Fairies said, Your genitals are usually a bit darker and redder then the rest of your body when you are a grown up. The skin is thinner there and there is a lot more blood flow going though there. If it is a HUGE shift in color and there is pain and sudden swelling, I would go see a doctor. IF you are in doubt, see a doctor. If you want a second opinion, see a doctor. If you want a professional opinion...see a doctor. They are use to seeing many many many penises and testes. Nothing to be embarrassed about.
