I've never had it done, but I've read about it. This link has the basic overview.
To be honest, there are heaps of ways you can choose to get it removed. According to a dermatologist I spoke to, most of them, even the ones that claim to be "scarless" there is a small possibility of a slight scar forming. However, if all goes well, modern removal can take it all off.
Depending on the size, colour, placement etc, the removal takes place. I dont want to comment on your particular tattoo since I'm not an expert, but I would really urge you to talk to a specialist in tattoo removals and also, consider other options like coverups to try and find the way that works best for you.

I am not sure how it works where you are at but it usually takes a few sessions to have the tattoo removed completely. This is quite costly which is why people end up not going through with it.
My cousin got some unsavory tattoos and he looked in to getting them removed. It was going to cost a lot and take a number of sessions. There is a program here that helps people get them removed but I believe they have to be gang related tattoos and the person has to do a certain amount of hours worth of volunteer work for one session.

I've never had it done myself, but I know it takes several sessions and it costs a lot of money. I would go back to whoever did your tattoo and show them that they messed up, and if they are reputable at all, they will offer to fix it for free or at the very least low cost. I'd recommend just covering it up with something else, and if you still want the quote you can get it somewhere else. I'm wondering how that even happened in the first place though. Maybe ask for a different artist at the place you went to if you go back to get it covered up.

In the long run, it would probably be more cost effective to get the tattoo covered. I know my dad ended up getting a tattoo covered and it cost him a couple hundred but he got a pretty intricate design.
I spoke to him about it and he said cause he says it's such a good tattoo every detail matters covering the lyrics would ruin it as they flow right through the middle.
