Hey,
Is the cat that is tormenting yours owned by a neighbour at all? Perhaps you could have a word with them and see if you can figure out a way to stop that cat getting into your garden so that it will leave yours alone. Do you have food outside for your cat? If so you could try moving it inside so that the other cat has less of an incentive to come back.
Other than this, I'm not sure what to suggest as I have always had indoor cats, but I know that animals including cats sometimes play in a way which can seem alarming to us but is really just play for them. It could be an attempt to dominate territory but nothing more. If it is a problem, talk to a neighbour if you can though. Someone else may have more to add but I hope you figure something out.

Yeah it belongs to one of my neighbours either the neighbours at the end of my garden(road just off my road) or its a cat in me road.... im not sure which... it comes up to my doors and will just sit and stare at my cat.... i cant exactly cat proof my garden due to having a cat myself... i'm currently spraying the cat that is bullying my cat with the hose pipe in the hope it will learn and fuck off lol....my cat will not go out if this cat is around/been about.... she will hide and hiss and growl which is totally out of character for her....

The hissing and growling thing is probably a territorial thing. When I had a stray and my cat was alive she would hiss and growl at the stray because she was invading her territory. It may be out of character for her around humans, but this other cat is technically invading her space, and so she is showing these signs to warn threats off basically. It's what animals do so don't worry too much about that! If anything it shows she can stand her ground.
I'd definitely keep shooing the cat away if you don't want it in your garden though, over time this cat will come to associate the garden with being shooed and hopefully that will cut down how often it visits!

Spray that bastard with a hose. (dammit, just saw you're doing that) Throw a water balloon at it.
Are cats afraid of noise? Maybe get a blowhorn or something to scare it away. That might also shame the neighbor into keeping it inside. Or you might look like an idiot, but whats more important, your reputation or your cat's reputation?
