They monitor, but Craigslist gets thousands of postings every day, and the administrators can't always catch everything fast enough. Offensive postings do get taken down on Craigslist, but sometimes by the time the offensive material is caught, the damage has been done. You can think of it similarly with teenhelp - nothing of this sort has ever happened, thank god, but sometimes very offensive things get said. The moderators take postings like that down as soon as they see it, but they can't be everywhere at once, and sometimes a posting offends or injures before it can be removed. That's what happened here.
