He Loves Me?!

Maybe he does. But we've only been going out for 3 weeks. Is that enough? I never thought it was possible.
We haven't even kissed. That does make it sweeter and very sincere that he loves me even though he hasn't kissed me.
But I'm not sure how I feel. I don't know if I could love him yet. I didn't think 3 weeks was enough time. But I was reading things that say signs that you're in love and it just seems like it fits.
I know it's not lust for sure. I'm not sure about the love.
Mostly I just don't know what to say to him to not hurt his feelings about saying I'm not sure if I love him yet. How is it possible to not hurt someone with that? I care about him enough that I never want to hurt him.
